Jammu, April 16 (UNI) To bring transparency, hassle free annual Dera Movements vis-à-vis fixing accountability of field agencies, Jammu District Administration is all set to launch first of its kind e-Suttra online facility on Saturday afternoon.
e-Suttra is an Initiative of District Administration for providing a single window system for safe and secure transport for animals, said an official.
Official sources in the office of the Deputy Commissioner Jammu told UNI that focusing hassle free transport permits on animal welfare, application tracking and time bound disposal besides secure and unified system for transhumance and transportation of animals, the initiative has been taken by the district administration.
“Developed on the directions of the Lieutenant Governor Manoj Sinha to ensure smooth and hassle free movement of Tribal families to the upper reaches in the months of April-May, the new Web portal brings together the Departments of Animal Husbandry, Police, and Transport on a single platform to fast track mandatory clearances and issue permits in a time bound manner,” they revealed.
As per info available, 132 permits already stand issued till date as against mere 15 by the same time last year, owing to introduction of e-governance in the system of granting permissions.
Sources added that the new system has been hailed by the tribal community as it curtails any human interface thus saving time and eliminating any kind of harassment faced by the applicants.
Notably, the portal is equally responsive to the need of Dera and Non Dera movement of animals as well, they said.
“This initiative of Jammu District Administration will ensure transparency and fix accountability,” sources asserted further stating that it will have features like animal care inbuilt through INAPH (Information Network for Animal Productivity and Health).
“Only fit vehicles will be allowed to transport animals ensuring safety of animals and insurance for the owner in case of any unforeseen incident,” they revealed.
The online portal is also linked with the ‘Vahan’ software of the Regional Transport Office, Jammu to access the fitness and insurance of the transportation vehicle, sources said.
It is a QR based online facility, they said, adding, “the average time taken for grant of a permit has been reduced to 5 days from 15-20 days earlier and a real time tracking facility has been infused in transparency and accountability.”
e-suttra (sutra.in) will be a boon for the tribal community as well as non tribal, sources said asserting that it took more than six months to develop the software for safe and secure transportation of animals.
“As per the online exercise, all animals to be transported have to be INAPH tagged with a mention of breed, colour and other details of the animals,” sources added.
Brainchild of Deputy Commissioner Jammu, Anshul Garg and Assistant Commissioner (General), Rakesh Dubey, e-suttra has been given wings by Sanjay Gupta, Director NIC, Jammu District.
