Jammu and Kashmir Lieutenant Governor Manoj Sinha on Monday emphasised that climate change is a reality and called for strict action against encroachments along rivers, wetlands, and other water bodies in the Union Territory.
He urged both the administration and citizens to join hands in creating a mass movement to protect natural resources.
Addressing the ‘Swachhata Vijayotsav’ organised by the Department of Rural Development and Panchayati Raj under ‘Sewa Parv’, the LG said, “We exhort officials to crack down on encroachments along water bodies. Citizens must report illegal constructions in their areas. Let us unite to rebuild a stronger, more secure future.”
Sources confirmed to news agency Kashmir Indepth News Service (KINS) that the government has already directed officials not to allow illegal constructions along water bodies, warning that such encroachments increase the risk of floods not only in Srinagar but across the Union Territory.
Following the devastating 2014 floods, the Jammu and Kashmir High Court several times had ordered the removal of illegal constructions along riverbanks, and several structures along the Jhelum were demolished.
The National Institute of Disaster Management (NIDM) report ‘Kashmir Floods 2014—Recovery to Resilience’ had also highlighted the dangers of unplanned development in the region and called for preventive measures.
Despite these directives, locals allege that new constructions continue near flood channels in Srinagar.
“SMC does not allow even minor repairs without permission, yet influential people are raising new buildings in flood-prone areas,” said Muneer Ahmad, a resident of Mehjoor Nagar.
Residents of Bemina also complained about illegal constructions along the Bemina bypass. Why is the concerned department not taking action?” a local, speaking on condition of anonymity, asked.
The LG’s appeal highlights the urgent need for coordinated efforts between authorities and citizens to prevent future floods and safeguard lives and property in Jammu and Kashmir.(KINS) Ishtiyaq Kar
