Prime Minister Narendra Modi on Tuesday highlighted the commissioning of Hindustan Petroleum Corporation Ltd’s (HPCL) Residue Upgradation Facility (RUF) at the Visakh Refinery as a major step towards strengthening India’s energy security and achieving self-reliance in the sector.
“This state-of-the-art facility adds momentum to our efforts towards boosting energy security, thus becoming Aatmanirbhar in this sector,” PM Modi said in a post on X while responding to a post by Petroleum and Natural Gas Minister Hardeep Singh Puri.
The Prime Minister underlined the government’s focus on reducing import dependence and enhancing domestic refining capabilities.
Hardeep Singh Puri also termed the project a significant milestone in India’s energy journey. “Bharat’s journey toward achieving energy security has reached a milestone with the successful commissioning of HPCL’s Residue Upgradation Facility (RUF) at the Visakh Refinery,” Puri earlier said in a post on handle X.
The Residue Upgradation Facility is designed to process low-value heavy residues into high-value petroleum products, improving refinery efficiency and product yield. Officials said the project will enable HPCL to maximise output of cleaner fuels while optimally utilising crude oil, including heavier grades.
The Visakh Refinery, one of HPCL’s major refining assets, plays a crucial role in meeting fuel demand in the eastern and southern regions of the country. The commissioning of the RUF aligns with India’s broader strategy of expanding and modernising refining infrastructure to meet growing energy needs while complying with stricter environmental norms.
The government has consistently emphasised investment in advanced refining technologies as part of its push for Aatmanirbhar Bharat, with the energy sector seen as central to economic growth, strategic autonomy and long-term energy security.
