The CIC (community information centre) operators working under the Rural Development Department (RDD) in J&K have again written to Prime Minister Narendra Modi seeking redressal of their long pending regularisation and salary hike issues.
Modi is arriving on a two day visit to Kashmir on Thursday.
The CIC operators had also written an open letter to the PM on February 20, 2024.
“As your good self is visiting Jammu & Kashmir (UT) once again, we take this opportunity to reiterate our humble appeal for your kind intervention in resolving our long pending issues of regularization and salary enhancement at the earliest.,” read the open letter to PM .
It said that CIC operators were recruited in 2004 through a proper recruitment process based on merit and relevant technical qualifications like MCA, M.Sc IT, B.E, B.Tech and M.Tech.
“Our services were to be regularized as per the 2014 Cabinet decision and subsequent creation of 172 Data Entry Operator posts by RDD in 2016 under the J&K Civil Services (Special Provisions) Act, 2010. The Finance Department’s Empowered Committee approved our regularization in 2016 and 2017 in its 58th and 60th meetings respectively, which was also legally endorsed by the Advocate General and Law Department. Despite various cabinet decisions and multiple approvals from competent authority from time to time, the process has been inordinately delayed due to some unknown reasons,” the open letter from CIC operators read.
It added that despite continuous pursuance by the Rural Development Department and communications from various quarters including the Lt. Governor’s Secretariat, their case is yet to be placed before the competent authority for logical conclusion, leading to an inordinate delay.
“We have served the government diligently for almost two decades with meagre salaries of Rs 10,000/= (Rs 333 per day) during this period of sky high inflation, hoping our services will be duly regularized soon.
But the delay has caused immense mental trauma and financial hardship for us and our families. With folded hands we appeal to your good self through this open letter to take a compassionate view and personally intervene during your Jammu & Kashmir (UT) visit to resolve our long pending genuine issues of regularization and salary enhancement,” the letter read.
“Your kind intervention will be a ray of hope for hundreds of families of CIC Operators of RDD (J&K). We assure your good self of our firm commitment to serving the nation with renewed dedication once our long-pending issue is favourably resolved. In anticipation of your positive consideration,” the letter added.
