Elaborate security measures put in place to ensure smooth proceedings: Authorities
With the autumn session of the Jammu and Kashmir Assembly scheduled to begin on Thursday, security across Srinagar, particularly around the Assembly complex, has been significantly tightened to ensure smooth conduct of proceedings.
The session will begin with tributes to former legislators from Jammu and Kashmir who passed away recently. Authorities are leaving nothing to chance, implementing a multi-layered security plan to prevent any untoward incident.
A senior official involved in the security arrangements told news agency Kashmir Indepth News Service (KINS) that “elaborate security measures have been put in place for the Assembly session, which begins tomorrow.”
“Adequate deployment of personnel well-versed with parliamentary protocols has been ensured within the premises of the J&K Legislative Assembly. No individual will be allowed entry into the complex without valid authorization or a security pass,” the official said, adding that a three-tier security grid has been established around the Assembly.
The tightened security includes strict checkpoints, and identity verification zones, with barricades placed at key intersections leading to the Assembly. Security agencies have been directed to maintain high alert throughout the session.
The upcoming session is expected to be stormy and politically charged, with opposition parties gearing up to confront the ruling National Conference-led government over a range of issues — including governance challenges, the restoration of statehood, reservation policies, and promises made in the NC’s election manifesto.
Political observers believe that the proceedings will see intense debates, as both treasury and opposition benches seek to assert their narratives ahead of future political contests.
Sources within the Assembly Secretariat confirmed that three key government bills are scheduled for introduction during the session. The Cabinet has already approved proposals for, Amendments to the Jammu & Kashmir Panchayati Raj Act, 1989, Amendments to the J&K Goods and Services Tax Act, 2017 and The Jammu and Kashmir Shops and Business Establishments Bill, 2025.
Additionally, the Assembly Secretariat has received 450 questions, 13 private members’ bills, and 55 private members’ resolutions for consideration. Thirty-three private members’ bills pending from the previous session are expected to be prioritized during the sitting scheduled for October 28, designated for private members’ business.
In view of the session, the government has issued a comprehensive traffic and parking advisory to streamline movement around the Civil Secretariat and Assembly complex.
According to the circular, vehicles belonging to the Chief Minister, Deputy Chief Minister, Ministers, Speaker, and legislators will be parked inside the designated areas of the Assembly Complex. Vehicles of journalists and Assembly staff will be accommodated in marked spaces within the Secretariat premises.
Escort vehicles, the government has directed, will be parked at the Kashmir Haat (Exhibition Complex).
However, no private vehicles belonging to officers, officials, or police personnel will be allowed to enter the Civil Secretariat premises during the session.
All staff working in the Civil Secretariat have been instructed to fully cooperate with the Senior Superintendent of Police (Security) and Senior Superintendent of Police (Traffic) to ensure seamless management of vehicular movement and parking.(KINS) Ishtiyaq Kar
