Congress MP and Leader of Opposition in the Lok Sabha Rahul Gandhi today levelled serious allegations of large-scale voter fraud in Haryana, claiming that nearly one in every eight voters in the state is fake.
He said his team has uncovered “crystal clear proof” of around 25 lakh duplicate, non-existent, or manipulated voter records, which he said were used to turn a likely Congress victory into a loss.
Speaking at a press conference titled “H-Files,” Gandhi said, “We have crystal clear proof that 25 lakh voters in Haryana are fake — either they don’t exist, they are duplicates, or they are designed in a way for anyone to vote. That means 1 in 8 voters in Haryana are fake — that’s 12.5 percent.”
Gandhi alleged that this was not an isolated issue but part of a “centralised operation” extending beyond individual constituencies.
“We suspected that this was not happening in one seat but at the state and national levels. Our candidates in Haryana complained that something was off — their numbers and ground feedback didn’t match the results. We had seen similar patterns in Madhya Pradesh, Chhattisgarh, and Maharashtra, so we decided to focus on Haryana and investigate deeply,” he said.
The Congress leader claimed the alleged irregularities were part of a deliberate and systematic plan to convert what exit polls predicted as a Congress landslide into a defeat.
“All exit polls pointed to a Congress victory. But for the first time in Haryana’s electoral history, postal votes did not match booth votes. When I first saw the data, I was in shock. I told my team to cross-check multiple times,” he said.
Urging young voters to take note, Gandhi said the issue was about the “integrity of India’s democracy.”
Gandhi said, “I want the young people, Gen Z of India to understand this clearly because this is about your future…I am questioning the EC, democratic process in India so I am doing it with 100 percent proof.
We are pretty sure that a plan was put in motion to convert Congress’ landslide victory into a loss…Please notice the smile on his (CM Nayab Saini) face and notice the ‘vyavastha’ that he is talking about. This is 2 days after the election when everybody is saying that the Congress is sweeping the elections…”
Citing one example from the alleged data, Gandhi said a woman appeared to have voted 22 times across 10 booths under multiple names, with her photograph traced back to a Brazilian model’s stock image.
“Congress lost the election by 22,000 votes. Who is this lady? She voted 22 times in Haryana, under different names. That’s not random — that’s a centralised operation. The photo is of a Brazilian model, and she is just one among 25 lakh such fake records,” he said.
Gandhi also referred to Haryana Chief Minister Nayab Saini, saying his confident remarks made shortly after voting reflected awareness of the manipulation.
“Notice the smile on his face and the ‘vyavastha’ he talks about, this was two days after voting, when everyone was saying Congress was sweeping,” Gandhi added.
The Congress is expected to submit the “H-Files” evidence to the Election Commission, demanding an independent investigation into the alleged voter fraud.
