On a day when the much-awaited Assembly election dates for J&K were announced, the Administrative Council (AC) on Friday approved the proposal for the transfer of Evacuees’ land conferring proprietary rights to the Displaced Persons (DP)of 1947, 1965, 1971 and West Pakistan Displaced Persons.
This decision will confer absolute proprietary rights over Evacuees’ land to DPs as already conferred over State Land.
The AC met here Friday under the Chairmanship of Lieutenant Governor Manoj Sinha and took several decisions.
An official spokesman said the AC decided that the Custodian concerned would transfer the land in favour of the DPs in a time-bound manner. The Custodian General shall ensure proper safeguards to prevent any misuse particularly unauthorized encroachments on the Evacuees’ land.
The Government has issued directions for time-bound processing of applications giving proprietary rights to DPs over Evacuee land in 30 days and the entire process is expected to be completed within 6 months, providing major relief to the displaced persons.
The total quantum of transferred land shall be as per the land ceiling provided by Cabinet Order No. 578-C of 1954 and the ceiling under the Jammu and Kashmir Agrarian Reforms Act, 1976.
The decision fulfills the demands of all connected families, which have been requesting ownership rights for the past so many decades. The Government has always remained committed to providing benefits to the Displaced Persons, the spokesman said.
In another decision, AC also approved the creation of 83 posts of different ranks that include Deputy Director Prosecution to class IV with relevant provisions of Bhartiya Nagarik Suraksha Sanhita, (BNSS) 2023.
Besides, the Ac also approved the creation of 772 posts of different categories for Government Railway Police (GRP) J&K to strengthen the railway security apparatus between the Katra- Banihal segment.
An official spokesman said that as per the existing arrangement, there are only twelve posts of Deputy Directors in the Prosecution Department to cater to twenty Districts of Union Territory. To have an independent Deputy Director for each District, eight more posts of Deputy Directors along with supporting staff are required to facilitate the creation of District Directorates in each District, as prescribed in terms of Section 20 of BNSS.
He said this would improve the handling of matters related to Prosecution in various courts as per the revised framework as per different provisions of BNSS to strengthen the Criminal Justice System, for ensuring timely delivery of justice.
AC approved the creation of 772 posts of different categories for Government Railway Police (GRP) J&K to strengthen the railway security apparatus between the Katra- Banihal segment.
The recommendations for the creation of 772 posts for the Katra-Banihal segment have also been made by the Multi-Disciplinary Committee (MDC), composed of members from Railways, Railway Protection Force (RPF), and J&K Police. The proposed posts span from the post of Superintendent of Police to lower rung posts in the non-gazetted and class-IV cadre.
AC also approved the creation of 30 posts of different categories in the office of the State Election Commission, J&K.
The State Election Commission (SEC), J&K was constituted in October 2020 with the appointment of the First SEC. However, to date except for the post of SEC, no post/staff have been created for the Commission, and the Commission has been functioning with the assistance of staff attached from various other Departments.
It was considered necessary to create these posts to ensure the smooth functioning of the State Election Commission, the spokesman added.
To strengthen administrative set-up, the Administrative Council (AC) approved to accommodate eighty-seven new posts in the cadre review of the Jammu and Kashmir Administrative Services.
The revised strength shall accommodate eighty-seven new posts, with the deletion of fifty posts coupled with the creation of forty-six posts, an official spokesman said.
The Administrative Council (AC) also approved the transfer of land measuring 2292 kanals and 2 Marlas for different departments.
These include 1212 Kanal 12 Marla situated at Tehsil Dinga Amb, District Kathua, 1070 Kanal situated in Tehsil Samba and Vijaypur, in district Samba in favour of Industries and Commerce Department for the establishment of Industrial Estates in these districts, an official spokesman said.
